[NCE]119. The prophets provide clear evidence that Assyria symbolizes the reasoning mind, or a person's ability to think rationally. In Ezekiel, for instance:
Here, Assyria was a cedar in Lebanon, beautiful in its branch, and [forming] a shady grove, and tall in its height; and its bough was surrounded by dense growth. The water made it grow; the depth of the water raised it up. A river was winding all around its planting-place. (Ezekiel 31:3-4)
The ability to reason is here called a cedar in Lebanon. The bough surrounded by dense growth symbolizes factual information in the memory, which resembles such a bough. Still more plainly in Isaiah:
On that day there will be a path from Egypt to Assyria, and Assyria will come into Egypt and Egypt into Assyria, and the Egyptians will serve Assyria. On that day Israel will be third to Egypt and Assyria, a blessing in the middle of the earth, whom Jehovah Sabaoth{*1} will bless, saying, "A blessing on my people Egypt and on the work of my hands, Assyria, and on my inheritance, Israel!" (Isaiah 19:23-24, 25)
Here and in many other places, Egypt symbolizes factual information, Assyria the ability to reason, and Israel the ability to understand.

Footnotes:
{*1} Sabaoth is a Hebrew term (צְבָאוֹת [ṣǝḇā'ôṯ]) meaning "legions." Jehovah Sabaoth means "Jehovah of the Legions," the legions being the "heavenly host" — either the angels or, when viewed on a more concrete level, the sun, moon, and stars. See also note 1 in 73 on Genesis 2:1. [LHC, RS]

119. That "Asshur" signifies the rational mind, or the rational of man, is very evident in the Prophets, as in Ezekiel:

Behold, Asshur was a cedar in Lebanon, with fair branches and a shady grove, and lofty in height; and her offshoot was among the thick boughs. The waters made her grow, the deep of waters uplifted her, the river ran round about her plant (Ezek. 31:3-4). The rational is called a "cedar in Lebanon;" the "offshoot among the thick boughs" signifies the knowledges of the memory, which are in this very plight. This is still clearer in Isaiah:

In that day shall there be a path from Egypt to Asshur, and Asshur shall come into Egypt, and Egypt into Asshur, and the Egyptians shall serve Asshur. In that day shall Israel be the third with Egypt and with Asshur, a blessing in the midst of the land, that Jehovah Zebaoth shall bless, saying, Blessed be Egypt My people, and Asshur the work of My hands, and Israel Mine inheritance (Isa. 19:23-25). By "Egypt" in this and various other passages is signified memory-knowledges, by "Asshur" reason, and by "Israel" intelligence.

Elliott(1983-1999) 119

119. That 'Asshur' means the rational mind, that is, a person's rational, is quite clear in the Prophets, as in Ezekiel,

Behold, Asshur was a cedar in Lebanon, beautiful in its branches, and a forest shade, and of a great height, and its top among thick boughs. The waters caused it to grow, the depth of the water; made it tall, a river leading round about the place of its plantings. Ezek 31:34.
The rational is called 'a cedar in Lebanon'. 'The top among thick boughs' means facts in the memory, this being an apt description of them. This is clearer still in Isaiah,

On that day there will be a highway from Egypt to Asshur, and Asshur will come into Egypt and Egypt into Asshur, and the Egyptians will serve Asshur.a On that day Israel will be the third with Egypt and Asshur, a blessing in the midst of the earth, whom Jehovah Zebaoth will bless, saying, Blessed be Egypt My people, and Asshur the work of My hands, and Israel My heritage. Isa 19:23-25.

Here and in many other places 'Egypt' means knowledge, 'Asshur' reason, and 'Israel' intelligence.

Notes

a The Hebrew, of this text in Isaiah may be read in two different ways - serve Asshur or serve with Asshur. Most English versions of Isaiah prefer the second of these.

Latin(1748-1756) 119

119. Quod 'Asshur' significet mentem rationalem seu rationale hominis, constat manifeste apud Prophetas; ut apud Ezechielem, Ecce Asshur cedrus in Libano, pulchra ramo, et nemus umbrosum, et alta altitudine, et inter densa fuit surculus ejus aquae crescere fecerunt eam, profunditas aquarum exaltavit eam, fluvius ducens circum circa plantam, xxxi 3, 4:

rationale vocatur 'cedrus in Libano'; 'surculus inter densa' significat scientifica memoriae, quae se ita habent: adhuc manifestius apud Esaiam, In die illo erit semita ab Aegypto ad Asshur, et veniet Asshur in Aegyptum, et Aegyptus in Asshurem, et servient Aegyptii Asshuri. In die illo, erit Israel tertius Aegypto et Asshuri, benedictio in medio terrae, cui benedicet Jehovah Zebaoth {1}, dicendo, Benedictus populus Meus Aegyptus, et opus manuum Mearum Asshur, et hereditas Mea Israel, xix 23-25;

per 'Aegyptum' hic et alibi passim significatur scientia, per 'Asshurem' ratio, per 'Israelem' intelligentia. 1 I See n. 2921 for explanation. Zebaoth='of armies' or 'of hosts,' but the Heb. also implies 'military service,' and is used of 'Levitical service' or 'use.'
